Brasil y Europa : el problema de las percepciones

Abstract

The subject of perceptions is sometimes ignored by international analysts when, in fact, it constitutes a fundamental element for the study of international relations. Both knowledge of reality and knowledge of the perceptions of international reality held by those who decide foreign policy are important. Now, how does Europe perceives Brazil in the early 1980s? Here you also have the feeling of being in front of a perception problem. We maintain that the European perception, and in general the industrialized world, is based on realities and circumstances that have suffered profound alterations. It is then necessary to update this perception. This paper analyzes the metamorphosis of Brazilian foreign policy and the European need to adjust its perceptions related to Latin America.
